Can a small Ontario employer outsource HR and health and safety?

Yes. Ontario law requires employers to meet their obligations under the Employment Standards Act and the Occupational Health and Safety Act, but does not require those obligations to be discharged by an employee. Smaller employers commonly retain both functions externally — an HR resource for policy, records and investigations, and a health and safety resource for the program, inspections and training compliance — which is substantially cheaper than hiring for either.
